m20160424.1: Procedure for motions by Committee

Resolved, that committee conducts two sorts of motions.
A. within
formally called meetings, the motion is carried/declined in the meeting and
the motions tool is used to record the result, only. Non-present members may
add their votes in support, but the motion cannot be overturned.
B. ad
hoc motions outside called meetings. These are conducted directly in the
motions tool, and are not carried/declined until closed. Minimum time is 7
days.
The choice of A/B is to be clearly indicated in the motion, as
recorded by the voting tool.
