m20160416.9: CAcert jurisdiction applies to the Vienna Filing, and CAcert Inc takes on liabilities

Being that,
- the previous committee of CAcert Inc accepted and/or
participated in a filing into Vienna Prosecutor\'s Office,
- the Vienna
filing was used to block or suspend or interfere with running
arbitrations,
- the content of the Vienna filing was kept secret by the
previous committee,
- the sum total of knowledge over that filing suggests
unreliably that it is an \"administrative\" filing, and
to our knowledge,
no court has asserted jurisdiction over any matter,
IT IS THEREFORE
RESOLVED THAT,
1. this committee declares the jurisdiction of CAcert\'s
dispute resolution to be dominant and binding over this matter,
2.
arbitration be required to hear any assertions of jurisdiction under DRP 2.3
and 2.5, DRP clause 2.1 (Authority), and 3.5 (Liability) are affirmed,
3.
CAcert Inc takes on any residual liabilities to the extent that it legally
can arising out of the Vienna Filing, and, that we stand ready to protect
arbitrators against any further interference, disruption or casualness with
rulings.
